  • Abstract
    The disadvantages of two project scale efficiency paradigms: Production function and data envelopment analysis (DEA) model was pointed out after it were analyzed. Because of the disadvantages and the trend that ecology and management combine one another, project scale efficiency under project portfolio was presented to satisfy the requirements of project management practice, and this paradigm was established with production function and mathematical model in two population mutual effect.
