Abstract :
The documents of construction project during the initial phase are the fundamental and important evidences for the project. As it is not easy to collect all documents orderly and systematically, it is necessary to establish an integrated management system with all documents collecting procedures covered to make a clear clue for document collection. This paper, with WBS as a design system, divides the initial phase into four sub-phases (decision-making, construction-preparing, reconnaissance and design and construction permits-fetching) which will be subdivided into more concrete working procedures. Based on this, we promote a systematic framework for the initial phase management, especially and creatively, with document management included. This framework, adhering to the integration idea - "one center, vertical integration", regards the document collection and workflow as an organic whole, in order to make the document collecting procedures more systematic and efficient, and then provide a perfect guide and a reference to the practical work
