Abstract :
In this paper, the author presents his considerations about some of the Latin American most important geopolitical circumstances of the last seventy years, which influenced the evolution of the legal framework that set the operation and functioning of the regional electrical networks. This framework has been the main reference for investments and the development of the electrical system in all of our subcontinent, and has been guided, apparently, by the need of the local Governments to control and to assume its responsibilities in ruling their growing networks. Through a chronological comparison, and looking at the contents of the legal texts, the author shows some coincidences which could be thought of as an evidence of some kind of major regional plan used as reference to evolve every legal framework. As a reference, details of the main five Latin-American countries, with the highest electricity consumption, are shown, as well as a numerical reference to the other countries considered in the study
