Abstract :
For developing countries to overcome prior obstacles in rural telecommunications development, a reach-out point extension (ROPE) concept is proposed as an interim step towards universal access. The ROPE concept is also extended to urban areas since their penetration rates are also very low, i.e. less than 5%
