Abstract :
The informatization practice of countries all over the world has shown that the level of a government´s informatization is one main factor that can affect its international competitive power. The issues related to the risks of e-government services and how to maintain the security in e-governance processes are discussed. Firstly this paper constructs a model with Normal Distribution and Uniform Distribution and their different combinations. Then the paper analyses the risks and their interrelationship based on system dynamics approach. At last, the paper offered reference for the reducing the risk of the e-government system.
