Abstract
A theoretically based approach to the design, evaluation, modeling, optimization, and utilization of educational technologies is considered. It is analyzed what an educational technology is, what the main problems of its implementation are, and how to solve these problems. Mathematical theory of technology, developed by the author is taken as a theoretical base for the development of educational technology.
