Abstract :
In recent years, all kinds of unexpected public crises have brought danger to the stability and development of economy and society. Researches on information communication processes of unexpected public crisis (UPC) and management mechanism has attracted more and more attentions of various society organizations and government. In this paper, we will redefine and classify UPC. Then after summarizing some representative models on information communication, an information communication model of UPC based on information stream intensity is presented. This model has combined the features of UPC and two reference models-Defleur\´s "mutual process model" and Fiona Duggan & Linda Banwell\´s "crisis information communication model". On this basis, we analyze the time period characteristics of information communication processes according to the proposed model. The research results will be helpful to the establishment of management system to handle UPC scientifically and effectively.
