Internalization Perspective Idea of Ecological Industry Policy Research Framework

Externalities are one of causations of the ecological environment deterioration, and it makes the market resources allocation mechanism failure, it also brings difficulties to the government regulating and controlling economy. First, we revealed realization problem of the public policy analysis method based on the internalization.
