Abstract

Based on an analysis of theoretical foundation of hi-tech industrial policy and basic characteristics of hi-tech industrialized system, starting from the basic characteristics of hi-tech industrialized system, with innovation as important means, with industry-gathering as important way, and with self-organizing as important condition of hi-tech industrial development, this paper sets up a set of policy-making theories of hi-tech industry that consist of the innovation theory, industry-gathering theory and self-organizing theory of hi-tech industrial development. The research provides a theoretical reference for the scientifical policy-making of hi-tech industry, therefore, effectively gives full play to the guidance and assistance for the hi-tech industrial policy, and promotes the development of hi-tech industry
