  • Abstract
    Technological innovation is the power engine for business and enterprise development. Objective and scientific assessments on enterprises´ technological innovation abilities have their impact on business operation strategies and their operation system establishment. This assessment involves the formation of assessment indexes and a selection of scientific evaluation methods. For better overall and objective assessment concerning technological innovation capabilities, this paper brings qualitative indexes, such as business culture and decision makers, into the assessment system so that an artificial neural network comprehensive assessment model is established, reflecting complicated non-linear relations among various internal indexes inside business enterprises
