Abstract :
Technological based incubation is regarded by Chinese government as an integral part of the science and technology infrastructure with objective to enhance local technology development and facilitate the development of high-tech industry. However, what are the success factors for incubation program and how they are affected by environment factors are still unclear these days. In this paper a framework of critical success factors for incubation program is constructed based upon the information being collected from literature review; and a comparison between incubation programs in Hong Kong and Hang Zhou are put forward to discuss how success criteria framework are dependent on regional context, and to further refine the framework regarding their priorities in affecting new firms´ success. Especially, two groups of success criteria is provided, namely critical criteria and beneficial criteria
