Proposal of a new effective spam mail regulation

As e-mail services become generalized, spam mail is raging internationally. Especially the number of spam mails in Korea increases and the proportion of Korean spam mails to the international is not small. With large number of spam mails, the amount of damage such as processing time, filtering cost and unwholesome contents is increasing. To cut down the number of spam mail, ´opt out´ and ´labeling´ were adopted in Korea. But, it is indicated that the effect of two regulations is not sufficient.
