Abstract
Since 1998 a formal cooperation exists between Rijkswaterstaat, the Dutch operator for the main road network, and the KLPD, the National Traffic Police. In a five year agreement between the Ministry of Transport, Public Works and Water Management and the Ministry of Justice it was acknowledged that the KLPD should play an important role in fighting the continuous increasing congestion problems and that a better cooperation between Rijkswaterstaat and the KLPD was needed. It was arranged that the KLPD and two regional police forces could hire personnel and buy equipment to form rush hour teams. In the agreement also an evaluation program was mentioned. In this program several studies were done to determine the effects of these measures on flows, speeds, travel times, etc. As part of a contract with the AVV Transport Research Centre, Grontmij Consulting Engineers did most of these studies. Also a road user inquiry and a cost-benefit analysis, based on the results of the several impact analyses, were conducted. The evaluation program is described and the results of the several studies, including the road user inquiry and the cost-benefit analysis, are given.
