Abstract :
The paper provides guidelines for assessing the effectiveness of collaboration systems in an operational business environment. Specific guidelines are provided for the collection of metrics in terms of what types of data to collect, why each type of metric is important, and how and when to collect metrics. While the article focuses on assessing collaboration systems as applied to the intelligence community, the measurement concepts presented can be applied to the assessment of a wide range of systems
