Abstract :
How to take reasonable and scientific decision-making method to select the better limited bidding schemes is a main question in the project bidding evaluation. This article introduces the ELECTRE-I method, on the basis of building indicator matrix, determine higher-level relations between different bid schemes, through accordance and disaccord examine, and seek for the non-inferior scheme subset unceasingly, finally, determine the best bid scheme. This method considered the actual situation and the value preference of construction units and overcame the supplementary situation between evaluative indicators, and it will provide a new method basis for the decision-makers.
