Information communication technology R&D capability development

For many years it was believed that R&D researchers should be self-trained. The belief was pervasive in both academic institutions and R&D laboratories that individuals are left alone to float or sink. The Information Communication Institute of Singapore (ICIS) has developed an R&D capability development model based on experience from its MSc courses in Communication Software Management.
