Abstract
For many years it was believed that R&D researchers should be self-trained. The belief was pervasive in both academic institutions and R&D laboratories that individuals are left alone to float or sink. The Information Communication Institute of Singapore (ICIS) has developed an R&D capability development model based on experience from its MSc courses in Communication Software Management. This is a 3-stage model guiding the researchers and organizations through a comprehensive R&D project life cycle. This paper describes details of the 3 stages and its implementation
