Abstract :
Bit-rate control is one of the most important issues in video communication. We introduce PID into the picture layer bit-rate control in H.263+ application, which is characterized by its open structure. The combination of PID feedback control and model-based TMN8 bit-rate control method will improve the adaptability of the rate controller. This method will scale-down the effect of random disturbance and the error caused by the variance between the real system and its model. Furthermore, it applies to both constant bit-rate (CBR) control and variable bit-rate (VBR) control
