  • Abstract
    In mobile IPTV service, energy consumption of devices is an important parameter that affects quality of experience (QoE) such as continuity of the service. However, existing research to provide network-aware rate control does not guarantee the QoE. This paper proposes a new streaming system that improves energy efficiency by reducing the transmission of unnecessary bitstreams. It utilizes the variance of PSNR and distortion characteristics of content on the basis of a network-aware streaming system using SVC.
