Abstract
There are three broad types of legitimacy: pragmatic, moral, and cognitive (Barron 1998; Suchman 1995). Pragmatic of IT policy can help CIO balance budget and high quality of IT system. Moral of IT policy can help CIO design IT policy under the rules and standards. Cognitive of IT policy can help CIO design IT policy more smart and make the life cycle of IT system longer. Flow of design IT policy includes IT strategy of information system in enterprise, IT system selectivity, IT project implement, IT service management and Business Continuity Management according to the desire of enterprise, based on evaluating nonce IT appliance. There are three steps of IT policy: first step is IT project map, second step is IT system design, third step is IT Governance.
