Summary form only given. In this work we are interested in studying the onset of coherence In a collection of radiators - both temporally and spatially. We have constructed a statistical model for the onset of coherence from a general radiating system. The interactions among the radiators are modeled on the basis of a near dipole-dipole (NDD) interaction that has an effective correlation length /spl xi/ with strength of interaction as e/sup -/spl xi/x/, where x is the separation of dipoles. As the radiating system evolves in time, onset of coherence takes place according to the Maxwell-Bloch equations with NDD interaction. An interesting feature that emerges from our analysis is the shift in the frequency of the radiation emitted.
