Abstract
The bit error rate of tailbiting convolutional encoders is compared for the case when a priori source information is available, and for the case when it is not. The set of best encoders depends on the a priori information, and is not identical to the set of encoders maximizing minimum distance. Characteristics that govern the BER are analyzed
