Abstract :
Certain regions of the world have successfully implemented harmonized product compliance regulations, such as the European Free Trade Association and the Customs Union. Some product types or focus areas have moved to a more harmonized compliance approach and, with this, the regulations and standards are easier to enforce, simpler for consumers to understand, and more efficient for manufacturers to implement. The uniformity of harmonized regulations results in a less burdensome administrative efforts, fewer labeling requirements, and streamlined conformity assessments. However, the majority of jurisdictions worldwide have not successfully harmonized their requirements and often regulate the same product or component with different requirements. This paper will provide examples of both harmonized and non-harmonized regulations, and the resultant benefits or drawbacks for the consumer, public, economic operators, and government authorities. It will review issues faced by the regulated industry when required to implement non-harmonized regulations, and the effect it has on the products. The paper will provide some suggestions for harmonization of regulations and recommendations for an approach that minimizes administrative burden for both the regulated and regulators, while still allowing environmental standards and regulations to accomplish their intended purpose. Harmonized standards and regulations are effectively and quickly implemented, while maintaining focus on reducing risks and limiting exposures and hazards.
