Abstract :
Function and significance are important for the e-government information resources sharing. However, why the information that should be shared was "split" and "monopolized"? Why great amounts of information sharing demand come about? This article focuses on "the fundamental cause of information sharing demand". We try to answer the question "why we need information resources sharing". At the beginning of this chapter, we make the city government as the object of the research to focus the research object and research problems. The launching factors of city e-government information resources sharing demand in general can be divided into "functional" and "structural". The "Functional" factors mainly refer to the launching factors related to city government\´s finished management objectives and perform management functions. While the "structural" factors refer to the launching factors related to the city government organization structure and management system.
