Abstract :
Increasingly deployed cellular wireless systems can often become the bottleneck of the network so the fair allocation of the capacity of a wireless base station becomes important. We present a simple allocation mechanism which distributes the capacity of a base station in a fair manner, and show how it can simply be extended to compensate for the losses on the air interface. Using partial or full compensation, it is possible to be fair not in allocations, but in user goodput. Through simulations we analyse the impact of i.i.d. and bursty losses and the effects of fully and semi-reliable ARQ protocols at the link layer
