A new conservation energy system (Energy Performance Contracting) has developed expeditiously in developed countries. Therefore uses the contract energy management may effective overcome the energy conservation investment each kind of market barrier, Conducive to guide and promote energy-conservation mechanism to transition to the market. This article discusses the difficulties of the “Energy Management Contract” in the implementation,Proposed the approach of “energy management contract” in the implementation.
