    Now quality has become the world´s common language. The implementation of TQM to enhance the core competitiveness has become the consensus in enterprises. However, its success rate in enterprises has been low. On the basis of referring to some relevant literature, this paper mainly depends on China quality award assessment criteria and has an intimate analysis of factors influencing the TQM implementation degree of maturity in enterprises from the leadership, human resource management, customer focus, information and analysis, process management, planning. At last, focusing on the “soft quality factor”, this paper proposes a series of solutions, and there is a certain practical significance.
