            Abstract : 
The diversity, randomness, suddeness and disorder are the typical characteristics of the type of complex system such as unconventional emergency. The paper proposes a complexity measurement model Based on information entropy for decision-making assessment and optimization in the light of the complexity problem of the disposal decision-making in unconventional emergency. The Model can contribute to choose the best decisions effectively from the decision-making programs and evaluation system that has been formulated. The experimental analysis and results show that the decision-making assessment method Based on the complexity measurement can help select the better solution from existing programs.
