The concept of secondary business incubation advances business incubation from the stage of enterprise incubation to the stage of industry incubation. The evaluation system of secondary business incubation is consisted of industry scale, profession grade, business profit, resource group and technology transformation. Three levels of evaluation of 10 cities is conducted according to comprehensive model and evaluation result is obtained.
