Abstract
Currently, interest is shown in the verification and further development of the recommendations of CCITT and CCIR governing the inclusion of a Fixed Satellite Service (FSS) into ISDN connection. CCITT recently recommended a new algorithm to assess the overall performance of an ISDN connection. The algorithm identifies various classes of error clusters for which bounds have been specified for a time-period during which the connection is considered available. The paper introduces a model to deal with the latest CCITT criteria for the design of such FSS links. Secondly, the Stored Channel concept, known from the area of (L-band), mobile-satellite communications, is presented as a suitable approach to perform simultaneous BER and fade measurements to verify the model at frequencies above 10 GHz, while employing various transmission rates, channel codes and multiplexing schemes
