Abstract :
Most reported literature of e-government systems tend to focus on narrow aspect of project design and implementation. The social aspects of evaluation and related issues such as organizational learning issues are yet to be discovered. This paper presents issues of system evaluation in one of e-government project; e-procurement. Using a case study approach of e-procurement project in Malaysia government, interviews were conducted in eight ministries and the developer´s company between 2008 and 2009. The paper explores the feasibility of theoretical framework suggested by Kasimin et al (2009). This paper provides empirical evidence to enhance understanding on both evaluation practice and use that support organizational learning in e-procurement project of Malaysia government.
