Abstract :
Communication system design is always focused on the day to day operations and scheduled communications between the public safety agencies. However, there are unplanned, unscheduled and unknown events where our communications become critical and regular plans do not comply with the situation. These are the situations where inter and intra agency communications are a must. The question is how we plan for the unplanned. Here we will focus on how we can plan the radio capacity to address these worst-case scenarios.
