After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The topic of tuition fees has recently sparked heated discussions in various media. Based on China´s national conditions, this article collected elevant data, such as national student average funding, training costs, household disposable income and did the quantitative analysis for tuition standards of several types of schools, then built a Multi-level fuzzy evaluation model, which regarded the tuition standards of schools to be the core element, and the cial satisfaction to be the total evaluation index. In addition, we built the other bi-objective optimization model, which set school funding and student´s family education surplus as the maximum goal. Based on several types of schools we used the evaluation model to evaluate the current situation in tuition fees, and to obtain the result of reasonable tuition fees according to optimization model.
