Abstract :
First of all I just want to say welcome to IEEE international conference on e-learning, e-management and e-services. This is the third edition of IC3e and we are happy that its running as planned here in Swinburne university, Melbourne Australia. Originally IC3e is organized by IEEE Malaysia Computer Chapter. As it grows, the committee member felt that more can be done if we can collaborate with other chapter in the region in organizing this conference.
