  • Abstract
    On the basis of the pre-research of the comprehensive evaluation of basin initial water right allocation scheme, in view of the complexity and differences of the allocation scheme, taking advantages of the grey system clustering evaluation method based on the reformative triangular whitenization weight function, and the method of Analytic Hierarchy Process in historical data processing and sophisticated data integration, integrating the Analytic Hierarchy Process and the grey evaluation method of triangle whitening function, this paper conduct grey clustering comprehensive evaluation model based on the center-point triangular whitenization weight function for evaluating basin initial water rights allocation scheme. Finally, we take comprehensive evaluation of basin initial water rights allocation scheme of Tianjin city for instance to demonstrate the feasibility and validity of this model.
