Abstract
Based on the practice of coal mines, the model of gaming between the safety supervisor and the employee having the unsafe behavior is formulated with the Complete Information Static Game Theory. After the model is analyzed and worked out, it is pointed out that coal mines must simultaneously well implement some measures to effectively prevent unsafe behaviors and also lessen the coal mine accidents caused by unsafe behaviors.
