Foreword

Welcome to the 12th International Conference on Telecommunications ConTEL 2013. This year we proudly mark 20 years from the establishment of ConTEL conference series in 1993. The conference theme "ICT Everywhere" aims to reflect on current and emerging networking technologies that enable ubiquitous computing and communications as key drivers of the information society. With new services and increasing demand, there is a growing need for improvement in networking infrastructure - not just in terms of quality and performance, but also in scalability, mobility, energy efficiency, and multiple technologies integration. The research papers to be included in the conference program present theoretical, as well as applied, practical and experimental work related to these areas and the conference topics of interest. The ConTEL 2013 technical program comprises keynote talks in plenary sessions, general and special technical paper sessions, and a Workshop on Regulatory Challenges in the Electronic Communications Market. The conference statistics are as follows. In response to the Call for Papers, 76 valid paper submissions were received from authors from 32 countries around the world. During the peer-review process, papers were evaluated for technical content, originality, and clarity of presentation. The review process involved 102 reviewers and 170 reviews. At the end of the review process, 45 papers were finally accepted for presentation in the conference program and inclusion in the conference proceedings. The conference incorporates in its program the 3rd Workshop on Regulatory Challenges in the Electronic Communications Market. The workshop includes 8 peer-reviewed technical papers, addressing economic and legal issues related to use of digital technologies and availability of broadband access, on-line tools for empowering users and businesses, and emerging regulatory trends related to machine to machine (M2M) communications.
