Abstract
NTIS is being developed by the collaboration of several developing organizations. Therefore it is very important to maintain system consistency, and to reduce system complexity. However, it is not easy to integrate systems or services if there is no common consensus of NTIS architecture among developing organizations. To address this problem, we developed the high-level architecture for NTIS development. The high-level architecture described in this paper is defined in terms of three layers and two tiers based on technical reference model. The high-level architecture for NTIS development can help in maintaining consistencies among applications consisting NTIS, and can help in enhancing integrity among them.
