Abstract :
Scientific and technological innovation is a key factor that promotes economic growth. As the investment of scientific and technological innovation has the nature and characteristic of public products or semi-public products in certain extent, governments are required to offer policies and funds to support scientific and technological innovation to solve the problem that the market is unable to dispose the scientific and technological innovation resources effectively. The thesis has analyzed the policy of scientific and technological innovation for some countries and summarized their successful experiences. Through a comparative analysis on the policies that affect economy, and the analysis for quantity and structure of Chinese scientific and technological innovation support, the thesis concludes that the quantity is insufficient and the structure is not compatible with Chinese scientific and technological innovation support. The thesis proposes some fiscal policies that will strengthen fiscal level, construct and improve the management system, it selects important scopes and enrich the methods which are based on the current condition and character of Chinese scientific and technological innovation.
