After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

According to statistics, nearly 50 years, each year the direct economic losses of our country caused by natural disasters reachs about 4% of the GNP. The impact of natural disasters has become a constraint factor to China´s economic development and social security, to improve the comprehensive capacity of China´s disaster prevention and mitigation relying on scientific and technological progress has become imperative.
