Abstract :
In this paper an efficient system of local and global dynamic monitoring of environmental parameters of spatial temporal instability sources is created. The proposed system is implemented on the basis of a single center, which serves as the reception and processing of alarm messages, systematization of results, retrospective data analysis and prediction of the dynamics of the emergency situation and its consequences.
