Abstract :
In this paper we have clearly outlined the scientific importance of our work, also in the Square Kilometre Array project context. Section II goes through the main scientific targets and Section III targets the instrumental and technological requirement of the telescope. In subsequent papers, we are going to present a detailed design analysis of the instrument. Stringent measurements will be performed on all of the design requirements and the results will be shown. A few examples are the antenna parameters, the FEE, RFoF and sub-station performance. The suitability of the telescope site will be demonstrated by presenting results of our Radio Frequency Interference monitoring system. Lastly, preliminary test observations will be presented from a prototype two station array.
