Abstract
This study explores the economic condition where a political integration is achievable focusing on the relation between the number of governments and economic heterogeneity. We demonstrate that an integration is difficult to be achieved among a number of governments with a large income inequality. Moreover, our analysis sheds light on the theorization regarding the reorganization of governments: the mechanism where an exogenous shock triggers the successive integrations of governments.
