Abstract :
The fuzzy comprehensive measure is rational and easy to use for investment project evaluation and the estimate of operations system state. There are some constraints to investment project which are set up by stakeholders. These kinds of management problems are called one-ballot vote decision-making problems. That´s the case due to today´s strict regulation of environmental protection. To deal with the one-ballot vote decision-making, three kinds of new optimal membership degree functions are built in the paper. In additional, product weight fuzzy measurement model is established to distinguish the membership degree of different alternatives significantly. As an application case, a garbage disposal project is evaluated preliminary by using methods built in this paper. The result is used to guide the managers to select the alternatives reasonably.
