Abstract
Natural disasters such as earthquakes have a strong impact on communications systems. So, when disruption of communications happen, people cannot contact or help each other. In this paper is presented a multi-objective programming model by fuzzy coverage for the location or strengthening of cell phone towers so as to maximize service coverage and minimize the loss of communications if a natural disaster happens. we use fuzzy set theory and fuzzy programming to convert the multi-objective programming(MOP)problem to single-objective programming(SOP) problem. Then we solve an example of this problem by cplex software.
