  • Abstract
The perception of Next Generation Wireless Networks (NGWNs) is based on the coexistence and the interoperability of different types of Radio Access Technologies (RATs) such as cellular Long Term Evolution Advanced (LTE-A) network and Wireless Local Area Network (WLAN) in a unified wireless heterogeneous system based on an IP core network infrastructure. Vertical handover management is one of major challenges to ensure seamless mobility in order to achieve efficient resource utilization and maintain service quality. In this paper, we present cooperation between a preventive radio resource management scheme (PRRM) and vertical handover that explicitly use multiple challenges that achieve a load balancing among available radio access technologies in order to improve average system utilization. This proposal is mainly based on the principles IEEE 802.21 Media Independent Handover (MIH) concepts. Detailed simulation analysis illustrates the reduced complexity of the proposed model and demonstrates the enhancement of vertical handover under the control of our PRRM.
