Navigation condition evaluation based on grey-cloud whitening-weight function clustering theory

Aim at the fuzziness and grey characteristics of evaluation index information of not fully navigable route, this paper establishes navigation condition evaluation model that based on the grey-cloud whitening-weight function clustering theory. Based on the case study of evaluating Northeast Passage navigation condition, the result shows the Northeast Passage navigation condition is in the “unsafe navigation” level currently, and indicates that this measure is effective for not full navigation condition evaluation.
