Abstract :
The effectiveness of the system and information technology within an organization is no longer an issue. Rather, it proves to have a high correlation with business performance. On the other hand, the planning process, which is cost-effective and aligned with business processes itself, is not an easy task. Based on perspective analysis of strategic information system planning (SISP), there are at least five themes being discussed: organization and business impact, case study, key´s success factor, approach and framework development, and government best practice. From these themes, we find three categorization process of developing SISP. First category, Strategic Alignment and Business impact that focus on business strategy implementation to achieve competitiveness. Second category, Approach and Framework Development that focus on current needs of specific area. Third category, Evaluation of Readiness and Success Factor that focus on tasks and functions to improve organization performance. According to these categories, we propose a collaborative framework that integrate business strategy, current needs, task and functions into IT and Business Vision. This collaborative framework strengthens the alignment of business strategy and IS strategy through IT and business vision, that support by levels of readiness in order to improve competitiveness.
