Technological innovation system and strategy in China´s Western Regions

Summary form only given.The size of China Western Regions (CWR) is vast, and the resources are rich; however, the economy is stagnant, so the economic development of CWR is a huge and complicated engineering system. There needs to be a "thread" carried out from beginning to end in corresponding development strategy and the proposal of countermeasure. We also should seek the common foundation on which each development strategy and countermeasure is established. Only when we grasp the thread on the common foundation, will the key link of developing CWR be grasped. This paper is based on such considerations, and it attempts to look for "an outline" of developing CWR and to solve the problem of developing CWR on the foundation of the outline. This paper argues that science and technology has become the most important factor of modern substance productive forces under present circumstances, that knowledge innovation and technology innovation is vigorous, and that its change pushes forward society\´s economic structures and the operating mechanism produces profound change. In view of the above, this paper argues that the pressing matter of the moment is to establish the innovation system and strategy in CWR, and only then can we make an outline for developing CWR
