Abstract
The continuing fast moving cable installation, repair, and maintenance arena has brought attention to the supply and demand of experienced/qualified personnel to fulfill the requirements installers´ demand. The goal of this paper is to present a methodology in creating and implementing baseline requirements for qualified underwater vehicle/cable technicians for the submarine power/telecommunication installation arena. Some of the key areas of qualified personnel and organizational development to build stable operational performance are discussed
