  • Abstract
    In China, the orderly power utilization management has become one of the most important way to overcome emergent events caused by power insufficiency or renewable power volatility. For the purpose of ensuing residents´ and important organizations´ electricity usage when emergencies come, a huge range of factories and corporations are scheduled by the orderly power utilization management to decrease their load. However, the traditional scheduling for orderly power utilization is neither economical nor clean, because it does not differentiate factories and corporations according to their financial states and pollution to the environment. This paper proposes an optimal scheduling method for orderly power utilization to minimize the financial loss burdened by participating customers and pollution to the environment as well. In the method, demand sides´ response abilities is first simplified as virtual generation resources, and then the insufficient power is regarded as virtual load required to supply, finally through an optimization algorithm the virtual generation resources are dispatched taking into account their financial state and cleanness of production. The case study in Jiangsu province of China shows a huge improvement in the economy and cleanness of orderly power utilization, thus providing a powerful and green alternative to supporting economic development in China.
